ODEQ issuance of Final Construction Stormwater General Permit

The ODEQ has issued the final General Permit OKR10 for Stormwater Discharges from Construction Activities with an effective date of October 18, 2017.  The permit and response to comments are available through the ODEQ links below. 





Response to Comments:



A summary of the changes from the existing permit is included on page 3 of the Fact Sheet.  Some of the more significant changes to the draft permit include:

  • Requirements for controlling stormwater volume.

  • Requirements for track-out controls for vehicles exiting a site.

  • Requirements for the maintenance of sediment basins and impoundments. 

  • Requirement to keep waste container lids closed when not in use.


    Additionally, construction activities at gas plants (SIC Code 1321) and oil and gas field services for company base operations (SIC Code 1389) that disturb more than one acre are also required to be permitted with the ODEQ for construction stormwater discharges.


Following the October 18, 2017 effective date, we have 90 days to revise your SWPPP, submit a new Notice of Intent to the ODEQ and pay the permit and application fees.  If you have questions or need assistance with this process, please contact our team at 405-842-1066.

Mr. Smith is a dedicated professional with extensive environmental experience related to the development of unconventional shale oil/gas resources, including numerous projects evaluating methane stray gas complaints in the Utica and Marcellus shale plays. Smith has over 30 years of experience with the oil and gas industry on most types of environmental regulatory issues, from permitting, to the investigation and remediation of condensate, oil, and brine impacted soil/groundwater. In addition, he is closely associated with the development and implementation of baseline sampling programs, detailed geochemical evaluations of associated data, and has worked on water-rights and water-use issues in support of industry operations.

Mr. Pitts has over 40 years of experience in technical management of multi-disciplinary environmental contamination assessments, remedial design and construction projects, remedial compliance/regulatory support, and major client management and development. He has a Bachelor of Science in Civil Engineering and Master of Science in Civil Engineering from the University of Texas.

In addition, she has over 8 years of experience in the scheduling, training and supervision of the SPCC departments processes and plan development. She oversees the logistics of the SPCC daily operations and prides herself on delivering all reports in an efficient and cost-effective manner. She has a BA in Business Administration.
